SELF-DEFENSE
      1.      SELF-DEFENSE KOMBAT
     In Self-Defense Kombat a team is composed by 2 competitors, 1 attacker and 1 defender.
     - MALE teams  is composed strictly by two (2) members male , having the same age category.
     - FEMALE teams is composed strictly by two (2) members female , having the same age category.
     - MIXT teams is composed strictly by  two ( 2 )  members , one male and one female having the same age category. 
     - In Self-Defense Kombat there must be 70% of the performance in a reality way of fighting, 30% of the performance is allowed for show choreographic.
      2.      SELF-DEFENSE SPORT is a team of 4 competitors, 3 attackers and 1 defender. 
     In the choreography of Self-Defense Sport there must be 50%  realistic fighting techniques and 50% of the performance must be show/choreographic. In simply words , 50% from decision will be for the realism and 50% for the show/acrobatic techniques/coreography . 
     - All teams are composed strictly by four ( 4 ) members , from any sex category , from any age category starting from 16 years old.  All teams results is considered equal as the importance of performance as a SENIOR performance .

Weapons used in “SELF-DEFENSE” divisions
The weapons used for the SELF-DEFENSE performances have to be real weapons ( not sharpened but made from iron / wood / metal and not from plastic or silicon,  NO  FIRE GUNS WEAPONS ARE ALLOWED !!! ) .
- Weapons within SELF-DEFENSE are for real defending or/real attacking . By knowing this , the soft weapons are not weapons in the acceptance of Traditional Kempo division , therefore it is not allowed to work with soft-weapons. 
Weapon safety in “SELF-DEFENSE” 
- Each weapon is in good shape and safe for the competitor, referees and audience.
- Before starting all Self-Defense competitions, the weapons will be checked by the referees.
- Each weapon which is not safe, will be taken out of competition, the competitor or team can stay in the competition, but has to use another weapon, safe provided and checked by a referee.
- Only the competitor is responsible for his (own) weapon, nobody else.
- Sharp weapons used in I.K.F. competitions, has to be covering with a safety cover when outside of the competition area.
 Presentation in  “SELF-DEFENSE” 
- When the name of team is announced for the first time by the head referee, the team takes place in an area or on the chair(s) special destinated in the back of the Competition area.
- When the name of team is announced for the second time by the head referee, the team has to start their presentation followed by their SELF-DEFENSE performance .  
- The team walks in front of the head referee , salute to the head referee and speak out loud the next information for the jury : country name, number of the team . This information will be made very short , simply and very clear by the head of the team ( Example : Finland , Team 1 ) . 
- The head referee gives a signal by a gong to the team to start their performance . 
- The team walks to the point they have to start  their performance , salute again and  start when they are ready to do it . This is the moment when the counter-time will start . 
- When the competitor or team is ready with their performance they salute the head referee again, and the head referee give’s for the second time a gong-signal. This is the moment when the counter-time will be stopped .
- All the competitors will wait , before and after their performance , outside  the competition area in a  decent manner .
Time limit of “SELF-DEFENSE” divisions . 
- Each team must take care of the time limits of their performances which will be mandatory as follows :
     Self-Defense Combat (2 persons in a team ) , time limit : 2-4 minutes
     Self-Defense Sport (4 persons in a team ) , time limit : 3-5 minutes
- Less or more than this time limits will mean disqualification from that division.  
How to win in “SELF-DEFENSE” 
- The decision will be taken by the majority of referees .  
- The competition in Self-Defense there will be always one team compete against another team.
- The winning team will go in the next round, the losing team is out of the competition.
- The last 4 teams will compete for place 1 to 4 in that competition.
Refereeing and Judgeing in ”SELF-DEFENSE” 
- The refereeing system within the International Kempo Federation is by having 3-5 referees.
- The referee team is separate in 1 head referee and 2 or 4 site referees.
- In the semi-finals there are 3 referees of different countries.
- In the finals there are 3 or 5 referees depending by the organizer staff of the IKF .
- The decision will be taken directly by the referees as follows : the  side referees and the head referee will watch in the same direction and they will show the winner of them directly by their bleu or red stick,   at once at the sign of the head referee .  
- The decision will be taken by the majority of referees .  
How to create and how to perform a  “SELF-DEFENSE”  choreography ?!
- The coach and competitors must know the time will start to be counted from the salute for starting the performance until the salute for the ending the performance .  
- Each team must perform  strictly 4 scenarios (small street-fights scenarios ) .
- Each “scenario” will be performed in first  with slow-motion and immediately after in the real-speed  ( ex: first scenario slow-motion, first scenario real-speed, second scenario slow-motion, second scenario real-speed, and so on ) .
 - In each team in the FIRST 2 scenarios  , the attacker will attack strictly  by using no weapons and in the  LAST 2 scenarios he will attacks with weapons .
- In each team the defender will use always just empty-hands for his defend but he can also finish as his wish using the weapon took it from the attacker . The defender starts always without weapons . 
 - Each team will  perform their  scenarios using Self-Defense techniques in a realistic but also in a show/choreographic manner .
Note :  „SCENARIO” means a small street-fight choreography based on Self-Defense applications . The way of working in this a scenario is like “ attack , counter-attack , attack , counter-attack ......and finalization .
Judging System  in “SELF-DEFENSE” 
Scoring points are given for the following FIVE  PRINCIPLES :
Presentation:  The way of entering on  the Competition area , the martial attitude ,  the introduction , the salute , and the way they are closing the performance . 
Slow-motion: The way the group show the application in slow motion. Are the applications good ? Are they hitting with their weapons on the right part of the body ? Is the technique good of all team members? 
Normal speed: How is their performance in the normal speed ? It was good, it was to slow...? It was Focus in their techniques ??? 
Working together: How are the competitors in working together is this minus, normal or extra good in performance? Are they working like a real team, synchronizing their techniques, ....? 
Choreography: How it was the choreography? It was realistic? It was realistic enough? It was   also attractive and spectacular having inside high standard and level of techniques?
Disqualification in “SELF-DEFENSE” 
- If one team is not coming after de head referees call them by the microphone to compete, after 30 seconds follows disqualification.
- When a team stop the performance before the end, disqualification will follow.
- When an member of a team moves out of the competition area, the team will be disqualified.                                                                                                                                      
First team who has to compete
- The teams will compete in the order of their registrations . In this way the competitor or team who delayed sending registrations forms will be the first in starting the competition. The first registered competitors will compete in the end of division .
Weapon Self Defense
WEAPON SELF–DEFENSE
In  the  Weapon Self-Defense  division will be  a traditional fight „weapon vs. weapon” . The weapons used for the Self-Defense performances have to be real weapons ( not sharpened but made from iron / wood / metal and not from plastik or silicon ).Just traditional Martial Arts Weapons are allowed or traditional national weapons of somebody’s country . All weapons must be used in a very traditional manner and not in a very modern survival one . The Chairmen of Referees has the final decision in this case.
TEAMS in “WEAPON SELF-DEFENSE”
There are two ( 2 ) kinds of WEAPON SELF-DEFENSE teams  :
- MALE teams is composed by two (2) members male , having the same age category.
- FEMALE teams is composed by two (2) members female , having the same age category.

Note : In Weapon Self-Defense divisions a „scenario” means a traditional fight choreography based on  weapon self-defence applications . The way of working a scenario is like “ attack , counter-attack , attack , counter-attack ......and finalization .

KEMPO WARRIOR
In  KEMPO WARRIOR  division there will be a sport fighting using safe soft weapons as well as a specified protective equipment .  
KEMPO WARRIOR division will be judged like a sport fighting with points scored by judges.

Techniques permitted in KEMPO WARRIOR:
All techniques are permitted to the BODY , HEAD , HANDS and  LEGS .                             
There  must be not chaotic strikes and must be techniques who original belong to the traditional weapon like :                                                                                                                                 
- Katana (long sword): hitting, poking, blocking, cutting and throwing. 
- Wakizashi (sort sword): hitting, poking, blocking, cutting and throwing. 
- Nunchaku: (chucks): hitting, poking, blocking and throwing. 
- Ni-cho Tanbo (short sticks): hitting, poking, blocking. 
- Tinbei (shield): hitting, poking, blocking.   
- Bo (long Stick): hitting, poking, blocking.   
Techniques not permitted in KEMPO WARRIOR: 
Poking in throat area, with any part of a safe soft weapon.
Points in KEMPO WARRIOR:
- Every clear hit, poke, cut or permitted throwing technique : 1 point. 
- It is considered a good technique a touchpointed technique , a technique who has   a turn/return traiectory to the permitted target .                                                                                  
- If the attacker break his weapon, the referee will give automatically to the attacker one minus (-1) point, because of the way of too hard hitting. The attacker is allowed to continue the fight with a new weapon.
Other rules in KEMPO WARRIOR:
- Within throwing techniques, the throwing weapon must hit any place of the opponent to score a point.
- In case the throwing weapon is not hitting the body of the opponent, the competitor who was throwing will lose one point (-1).
- In case the throwing competitor use more than two weapons and lost a weapon by throwing, he can (must) go on with one weapon left. In this case the referee will not stop the fight, and the throwing competitor will not lose one point. After one of the competitors score a point, the competitor who was lost his weapon, can take his weapon again and continue the game again with two weapons. 
- In Kempo WARRIORthe weapons who can be throw are just : Nunchaku, Sai, Suruchin .
Gender Categories  in KEMPO WARRIOR:
- MALE

How to win in KEMPO WARRIOR: 
- By decision
- By abandon
- Anytime during the fight when one of the competitors gets a total of  five ( 5 )  points .
Protective equipment in KEMPO WARRIOR: 
- Groin protection for men and chest protection for women , just under the clothes.
- Headgear mandatory  with closed plastic mask in front of the face                                              
- Red/Blue belts depending by the corner. 
Fighting time in KEMPO WARRIOR: 
- Fighting time : 1 round x 3 minutes .                                                                                        
- In case of a draw there will be an extra round until one of competitors will get a point .  In the extra round the first one who get a point will be the winner .
Refereeing and Judgment in KEMPO WARRIOR: 
- 1 REFEREE (central referee with judge’s rights) + 2 JUDGES (on aside to the fighting area).
- The referee will stop the fight after every action whenever he considers somebody must be pointed.
- After decision of the referees , the central referee will shout to the table judge (score judge) the number of points earned and the color of the competitor scored (ex.: Red, 1 point!) and will show with one hand (competitor colored) the competitor scored and with the same hand the number of points given, overhead. The referee has to ensure that the score-judge scored the points to the score-table.
- The referee will stop the fight after every action, and shout STOP, whenever he consider somebody must be pointed. The Central Referee will ask the side judges for their opinion, by the word POINTS. The judges and the Referee will show the score (red/blue) in the same time the Central Referee shouts POINTS.
- The judges could ask for the attention during the fight of the referee, by knocking with their 2 color wooden red and blue signs. After this signal the referee could stop the fight, by STOP and shout POINTS to see the score. He also will show his opinion in this case (red/blue). If the referee considers that there was no scored action involved, he will let the action continue and signal with his hands NO SCORE.
- If there will be a majority decision (ex: 2 from 3 judges) the referee will score points and he will show this decision to the main table in order to be noted there. If the ring referee decides that, he could consult the judges about a score decision and ask for the decision again.
- After decision the referee will shout to the table judge (score judge) the number of points earned and the color of the competitor scored (ex.: Red, 1 point!) and will show with one hand (competitor colored) the competitor scored and with the same hand the number of points given, overhead. The referee has to ensure that the score-judge scored the points to the score-table.
- In case of a broken weapon by hitting the opponent, the fighter of the broken weapon will receive –1 point. If the same competitor (in the same fight) will do it again he will be disqualified. So in conclusion for repeated broken weapon the author will receive, –1 point, disqualification. The same procedure will be applied for very hard strikes, without any control of them.
- For any illegal techniques and for stepping out of the fighting area (just if the competitor is trying to escape by the opponent attacks ) the fighter will receive: warning , warning , minus 1 point, disqualification.
- Warnings will be given by the central referee without consulting the side judges. He will show with one hand (competitor color) to the competitor who earned the warning. The referee has to ensure that the score-judge scored the warnings to the score-table. 
- Penalty -1 point will be scored as +1 point on the opponent score table
- The score for STEPPING OUT will be kept in separately counter on the score table for each competitor. 
- The score for OTHER FOULS will be kept in separately counter on the score table for each competitor.
KATA
- In  KATA division a competitor or a team shows their skills about a particular Kempo Kata of their choice . A Kempo Kata means a traditional Kempo Kata as well as a modern Kempo Kata.
- All IKF Kata have a purpose, they are for defending, attacking, balance, developing muscles or breathing purpose . An IKF Kata is not a dance ,  and it must have a combat value .
- Inside the KATA division there are 2 subdivisions :                                                                             
1. KATA INDIVIDUAL ( one single competitor )                                                                                                          
2. KATA SYNCHRONIC ( one team composed by 3 competitors ) 
 - All competitors or teams will wear Red Belt / Blue belt , depending by their corner .
Note : You can find included in the end of this manual the IKF DATABASE of  KATA& WEAPON KATA  mentioned there in an Appendix . Just the mentioned KATA are permitted to be performed in the IKF tournaments.

- If the names of the competitors or teams are announced for the first time by the head referee, the competitors or teams must take place in the competition area, on the chair(s) in the back of the competition area.
- If the belt color of the competitor or team is announced by the head referee, the competitor or the team has to start their presentation followed by their KATA .  
- The competitor or team walks in front of the head referee, salute to the head referee and speak out loud just the name of the KATA .   This information will be  very clear ( Example : Ni Cho Zai no Kata  ) . By teams , the head of the team is the announcer to the head referee . 
- After a signal of the head referee the competitor or team walks to the point they have to start their performance , and start when they are ready to do it . Directly the head referee gives a signal by a gong to start the time. 
- When the competitor or team is ready with their performance they salute the head referee again, and the head referee give’s for the second time a gong-signal, direct the time will stopped by the time keeper  .
- All the competitors will wait , before and after their performance , outside the competition area in a  decent manner . 
Time limit in KATA :
- Maximum time  is 5 minutes. 
- The time will start from the salute for starting to perform  until the salute at the end of performance . 
- If the time limit will be overlap , the scorekeeper will give the sign “TIME OVERLAP” to the head referee. 
- The head referee will inform after finish the performance,  the competitor or team and the audients that the time limit is overlapped.
- If the time it was overlap , the head referee will disqualified the competitor or team.                                     
How to win in KATA
- The decision will be taken by the majority of referees .  
- In KATA competition there will be always one competitor compete against another competitor, or one team compete against another team.
- The winner will go forward in the next round, the loser is eliminated .
- The last 4 competitors or teams will compete for place 1 to 4 in that competition.
Refereeing and Judgments in KATA

- The decision will be taken by the majority of referees .  
- A referee who was not present in the referee course in the day before competition will be not allowed to act as referee in that event .
- The following principles are very important if we have to judge a performance in KATA .
- Every referee must have the knowledge and must be able to give the right interpretation of upper rules .  
The 7  PRINCIPLES of KATA
1. KATA and WEAPON KATA has to be alive and has to carry out with feeling. It must be clear for what the techniques are for , by getting them a combat value. A KATA must be not just a dance, nice for looking, having not a combat value of techniques .
2. There has to be “spirit”. Energy, force and mind must come together in one point in a short moment. Here we can talk about “Focus”.
3. The power of strong and weak, hard en soft, flex an relax . This we have to see in a KATA .
4. The timing of fast and slow. There has to be a variation in speed. There is a   different between action and no action in a KATA . In this manner there will be a rhythm in the also by getting a character and a feeling of a battle.
5. Rhythm of breathing, the right way of breathing in and out. Gather power and energy in the area of our energy-centre in the lower abdomen. 
6. Balance is in every exercise very important. For right and effective techniques it’s important to have a good balance of the body. Some techniques in a KATA are just for development balance of the body.     
7. Synchronization is very important in KATA SYNCHRONIC . 
Note : Referees /judges must have always in their mind the following questions in order to judge correctly :
1. How it was the PRESENTATION ?
2. How was the SYNCHRONIZATION ? 
3. How it was his attitude ? Did he looks like a fighter or was his attitude weak during the presentation?
4. How it was his BREATHING ? It was good ? It was not good ?                                                                                      
5. How it was his BALANCE ? Did he lost his balance during the performance ? He was strong on his legs ? 
6. How it was applied HARD/SOFT,  the main principle of Kempo ? It was just Soft movements ? It was just HARD movements ? 
7. How it was his KIME ? Did he showed he is a fighter by his attitude ? Did he look like having a real fight , a real battle during his KATA ?  Did he induct you the feeling that something strong and focused was inside of his performance, or did his movements looks just like a dance , just like a beautiful succession of movements and that’s it ?
Disqualification in KATA
- If one competitor/team is not coming to compete, after 30 seconds follows disqualification.
- When a competitor ore team stop the performance before the end, disqualification will follow.
- When a competitor ore a member of a team moves out of the competition area, the competitor ore the team will be disqualified.                                                                                                                                    
– When a performance is less or more than the time limit .  
First competitor or team 
- The competitors will compete in the order of their registrations . In this way the competitor or team who was delayed sending registrations forms will be the first in starting the competition. The first registered competitors will compete in the end of division .
SEMI-KEMPO  ( to be organized mandatory in all world and continental championships 
*Small resume : touchpointed system , just stand-up fighting / controlled punches and kicks with a turn-return traiectory .  
TECHNIQUES PERMITTED
- Punches to the body 
- Punches to the head ( no more than 2 punches in the same action )
- Kicks to the body
- Kicks to the head  ( just circulars ) 
- Sweepings ( grabbing the opponent just 1 sec or without grabbing )
Other specifications :
-All the strikes (kicks and punches) must be used having a good control , “touch pointed” ,  with a turn-return trajectory .
-In case of more than 1 ( one ) correct strikes in the same action , only the first good one could be scored . 
-any techniques which are not specified in the „Techniques Permitted ” are illegal .
-max. 3 strikes in the same action are allowed (example of using strikes : punch-kick-kick or punch-kick-punch , punch-punch-kick , etc..)
FIGHTING TIME 
1 round x 3 minutes  (running time) . 
In case of a draw there will be an extra round  until one competitor will get a point . In the extra round the first one who will get the point will be the winner
POINTS 
- Punches : 1 point
- Kicks to the body : 1 point
- Kicks to the head :  2 points 
- Jumping kicks to the body : 2 points
- jumping kicks to the head : 3 points
- Sweepings : 1 point
PENALTIES
- In case of intentioned fouls the ring referee will give : warning , -1 , -3 points , disqualification. 
- Fouls : too hard , intentioned KD , stepping out , nonsportive behaviour , comments , etc......
HOW TO WIN

REFEREEING and JUDGEMENT
-There will be 1 Central Referee (central referee with judge’s rights) and 2 Judges ( on aside to the fighting area ) . 
-The referee will stop the fight after every action and shout POINTS  whenever he consider somebody must be pointed without stopping the fighting-time . The Central Referee will ask the side judges for their opinion . The judges will show their score (red or blue) in the same time with the Central Referee only after this one shout POINTS. 
-Also , the judges can ask for the attention of the referee by knocking with the 2 colored sticks red and blue . After this signal the referee can stop the fight and shout POINTS to see the score and also will show his opinion in this case (red or blue) . If the Central Referee consider that there was no scored action involved he will let the action continue making a sign with his hands as NO SCORE .
-If there will be a majority decision ( ex: 2 from 3 judges) the referee will score points and he will show this decision to the main table in order to be noted there . The Central Referee can consult the judges about a score decision and ask for the decision again . 
-After decision the referee will shout to the table judge (score judge) the number of points earned and the color of the competitor scored (ex.: Red , 2 points !) and will show with one hand (competitor colored) the competitor scored and with the same hand the number of points given , overhead . The referee has to ensure that the score-judge scored the points on the score-table .
-In case of a KO will appear by voluntary action , the fighter who is not injured will be disqualified . In case of a KO will appear to a competitor who made a wrong movement by a wrong reflex , this competitor will loose the fight .   
-Penalties and warnings will be given by the central referee without consulting the side judges . He will show with one hand (competitor colored) to the competitor who earned the penalty and he will shout "warning" . The referee has to ensure that the score-judge scored the penalties to the score-table 
-the score for warnings for fouls (KD or excessive force used , stepping out , other fouls) will be kept in separately counter on the score table for each competitor. 
-Penalties will be scored as points to the opponent score .
-the central referee , in case of light fouls , will just admonestate (verbal warning) the sportive , but in case of serious fouls he will give the official warning (counted separately on the score table). The central referee could decide to disqualify the sportive without waiting the warning , -1 , -3 points penalty system in very serious fouls , with the approval of the chairman of the referees.
FULL-KEMPO ( to be organized mandatory in all world and continental championships) 
*Small resume : stand-up and groundfighting / boxing gloves / full-contact punches to the head  and to the body , kicks and knees , throws , chokes and imobilizations with no strikes in groundfighting .  
 TECHNIQUES PERMITTED

-the period in which fighters could finalize their throws , from gripping the opponent , is max. 30 sec. 
-the ground fighting will be stopped after max. 30 sec . of  full action , or anytime in case of non-combatant . In case one of combatants stand up during the ground fighting , the fight will be stopped and restarted from the center of fighting area 
-all techniques must be very clear in order to be scored
-ground fighting is considered from the time when he has one knee on the floor or on the opponent .
- it is not allowed to kick or to punch an opponent who is on the ground from standing up , without having at least one knee down .

Weapon Kata
WEAPON KATA
- In  WEAPON KATA  division a competitor or team shows their skills about a particular weapon Kata of their choice . This weapon Kata can be a traditional or a modern weapon form  ( NO  FIRE GUNS WEAPONS ARE ALLOWED !!! ) .
- Weapons Kata are for real defending or/real attacking . By knowing this , the soft weapons are not weapons in the acceptance of Weapon Kata division , therefore it is not allowed to work with soft-weapons. 
- Also traditional weapons like Katana (sword), Kama (sickle), Tanto (knife), Tonfa, and more has to be made from Iron / Metal / Wood  and  not from plastic or silicon.
- Inside the WEAPON KATA division there are 2 subdivisions :  WEAPON KATA INDIVIDUAL and WEAPON KATA SYNCHRONIC . 
- In Weapon Kata Individual will compete just single competitors and in Weapon Kata Synchronic will compete just teams composed by 3 members .
Note : You can find included in the end of this manual the IKF DATABASE of WEAPON KATA mentioned there in an Appendix . Just the mentioned Kata  and Weapon Kata  are permitted to be performed in the IKF tournaments.
Safety in WEAPON KATA . 
- Each weapon must be in good shape and safe for the competitor, referees and audience.
- Before starting a weapon competition, the weapon will be checked by the referees.
- Each weapon which is not safe, will be taken out of competition, the competitor or team can stay in the competition, but has to use another weapon, safe provided and checked by a referee.
- Only the competitor is responsible for his (own) weapon, nobody else.
- Sharped weapons used in I.K.F. competitions, has to be covering with a safety cover when outside of the competition area.
Presentation in WEAPON KATA :
- If the names of the competitors or teams are announced for the first time by the head referee, the competitors or teams must take place in the competition area, on the chair(s) in the back of the competition area.
- If the belt color of the competitor or team is announced by the head referee, the competitor or the team has to start their presentation followed by their WEAPON KATA.  
- The competitor or team walks in front of the head referee, salute to the head referee and speak out loud just the name of the WEAPON KATA . This information will be  very clear ( Example : Ni Cho Zai no Kata  ) . By teams , the head of the team is the announcer to the head referee . 
- After a signal of the head referee the competitor or team walks to the point they have to start their performance , and start when they are ready to do it . Directly the head referee gives a signal by a gong to start the time. 
- When the competitor or team is ready with their performance they salute the head referee again, and the head referee give’s for the second time a gong-signal, direct the time will stopped by the time keeper  .
- All the competitors will wait , before and after their performance , outside the competition area in a  decent manner . 
Time limit in WEAPON KATA :
- Maximum time  is 5 minutes. 
- The time will start from the salute for starting to perform  until the salute at the end of performance . 
- If the time limit will be overlap , the scorekeeper will give the sign “TIME OVERLAP” to the head referee. 
- The head referee will inform after finish the performance,  the competitor or team and the audients that the time limit is overlapped.
- If the time it was overlap , the head referee will disqualified the competitor or team.                                     
How to win in WEAPON KATA
- The decision will be taken by the majority of referees .  
- In KATA competition there will be always one competitor compete against another competitor, or one team compete against another team.
- The winner will go forward in the next round, the loser is eliminated .
- The last 4 competitors or teams will compete for place 1 to 4 in that competition.

                                    Refereeing and Judgments in WEAPON KATA
- The refereeing system within the International Kempo Federation is by having 3-5 referees.
- The referee team is separate in one head referee and 2 or 4 site referees.
- In the semi-finals there are 3 referees of different countries.
- In the finals there are 3 or 5 referees depending by the organizer staff of the IKF .
- The decision will be taken directly by the referees as follows : the  side referees and the head referee will watch in the same direction and they will show the winner of them directly by their blue or red stick, at once , at the sign of the head referee .  
- The decision will be taken by the majority of referees .  
- A referee who was not present in the referee course in the day before competition will be not allowed to act as referee in that event .
- The following principles are very important if we have to judge a performance in KATA .
- Every referee must have the knowledge and must be able to give the right interpretation of upper rules .  
The 7  PRINCIPLES of WEAPON KATA
1. WEAPON KATA has to be alive and has to carry out with feeling. It must be clear for what the techniques are for , by getting them a combat value. A WEAPON KATA must be not just a dance, nice for looking, having not a combat value of techniques .
2. There has to be “spirit”. Energy, force and mind must come together in one point in a short moment. Here we can talk about “Focus”.
3. The power of strong and weak, hard en soft, flex an relax . This we have to see in a WEAPON KATA .   
4. The timing of fast and slow. There has to be a variation in speed. There is a   different between action and no action in a WEAPON KATA . In this manner there will be a rhythm in the also by getting a character and a feeling of a battle.
5. Rhythm of breathing, the right way of breathing in and out. Gather power and energy in the area of our energy-centre in the lower abdomen. 
6. Balance is in every exercise very important. For right and effective techniques it’s important to have a good balance of the body. Some techniques in a WEAPON KATA are just for development balance of the body.     
7. Synchronization is very important in WEAPON KATA SYNCHRONIC . 
Referees /judges must have always in their mind the following questions in order to judge correctly :
1. How it was the PRESENTATION ?
2. How was the SYNCHRONIZATION ? 
3. How it was his attitude ? Did he looks like a fighter or was his attitude weak during the presentation?
4. How it was his BREATHING ? It was good ? It was not good ?                                                                                      
5. How it was his BALANCE ? Did he lost his balance during the performance ? He was strong on his legs ?  
6. How it was applied HARD/SOFT,  the main principle of Kempo ? It was just Soft movements ? It was just HARD movements ?
7. How it was his KIME ? Did he showed he is a fighter by his attitude ? Did he look like having a real fight , a real battle during his WEAPON KATA ?  Did he induct you the feeling that something strong and focused was inside of his performance, or did his movements looks just like a dance , just like a beautiful succession of movements and that’s it ?
Disqualification in WEAPON KATA
- If one competitor/team is not coming to compete, after 30 seconds follows disqualification.
- When a competitor ore team stop the performance before the end, disqualification will follow.
- When a competitor ore a member of a team moves out of the competition area, the competitor ore the team will be disqualified.

First competitor or team 
- The competitors will compete in the order of their registrations . In this way the competitor or team who was delayed sending registrations forms will be the first in starting the competition. The first registered competitors will compete in the end of division .
Knockdown
Article 13:  KNOCKDOWN ( to be organized mandatory in all world and continental championships)
*Small resume : stand-up and groundfighting / empty-hands / full-contact punches just to the body , kicks and knees , throws , chokes and imobilizations with strikes to the body and to the legs in groundfighting .
TECHNIQUES PERMITTED
- Punches and elbows to the body and to the legs (above the knees) .
- Kicks to the head ( just circulars ) , to the body (any kind ) and to the legs ( just circulars). 
- Knees to the torso and to the legs ( but not inside of the legs ).
- Kicks with external and internal side of foot to the knee-back side of the opponent , only for takedowns or throws , and only when the one who kick is in the back of the opponent 
-Takedowns and throws ( in case of no good action the referee can stop the fight and start againd from the middle)
-Ground fighting with chokes , armbars , legbars, pinning techniques ,striking with punches , elbows and knees at the ground fighting to the legs , to the body and to the hands .
* No chokes or armbars is allowed from standing up . 
 Inside of grabbing time all legal strikes are allowed .
* any techniques which are not specified in the „Techniques Permitted ” is  illegal .
OTHER RULES :
-the period in which fighters could finalize their throws , from gripping the opponent , is max. 30 sec. 
-the ground fighting will be stopped after max. 30 sec . of  full action , or anytime in case of non-combatant . In case one of combatants stand up during the ground fighting , the fight will be stopped and restarted from the center of fighting area 
-all techniques must be very clear in order to be scored
-ground fighting is considered from the time when he has one knee on the floor or on the opponent .
- it is not allowed to kick or to punch an opponent who is on the ground from standing up , without having at least one knee down .   
FIGHTING TIME 
1 round x 3 minutes . In case of a draw there will be an extra round of 2 minute . The extraround will start from 0-0 and after this extraround all referees must decide the winner .
POINTS 
- Kicks to the legs and to the body : 1 point  
- Kicks to the head :  2 points
- Jumping kicks to the body : 2 points  
- Jumping kicks to the head : 3 points
- Takedowns , Sweepings , Short Throws : 1 point
- Large throws : 2 points
- KD : 2 points 
- 3 K.D.’s = KO
PENALTIES and SCORE
- In case of repeted intentioned fouls the ring referee will give : warning , -1 , -3 points , disqualification.
- Depending by the intensity of the foul the central referee can disqualify the sportive directly or after the first/second warning for the competitor , with the approval of chairman of referees. 
- Just the penalties and points given by the central referee will be scored on the scoretable . 
- The tables referees will count just the strikes and throws and , at the end of the game , they will add the the points from the scoretable and after will declare the winner . Points counted by the table referees and points from the scoretable will be written in separate squares on each table referees registry .

- Grappling gloves Red/Blue depending by the corner for Female competitions and for Under 20 years old categories . 
- Groin protection for men and chest protection for women , just under the clothes
- Shinguard optional 
- Mouthguard (gum-shield ) . 
- Headgear with plastic mask under 16 y.o. ,  in the color of the respective corner .
*  in case of using headgear with plastic mask the mouth-guard is optional
